Incorporated in 1991, the City of Malibu consists of 20 square miles located on the northwestern edge of Los Angeles County. The total population is 13,712, with a density of 628.8 persons per square mile. The median age is 42.0 and the median household income is $126,252. Malibu has a five-member City Council. Councilmembers are elected for four-year terms; the Mayor is appointed by the council. As of 2008, there were 8,280 registered voters in the city with the following party affiliations:
Democrat: 3,561 (43%)
Republican: 2,720 (32.9%)
Decline-to-State: 1,735 (21%)
Major environmental issues in Malibu include the following:
Sewage: residents of central and eastern Malibu use septic tanks, which are considered a major cause of pollution to the entire Santa Monica watershed. As of November 2009, the L.A. Regional Water Quality Control Board agreed to ban septic systems in central and eastern Malibu and replace them with a sewer system. The Malibu City Council has opposed this decision and is considering taking the LARWQCB to court while it proposes a lesser-reaching sewage plan of its own.
Development: there is a great deal of support for no- or low-growth in Malibu. Many residents have defended septic tanks over a sewer system as a means of protecting the city and local mountain areas from increased residential and business development.
Storm-water Treatment: the city is in the process of developing Legacy Park, a construction project to serve as both a park and storm-water treatment plant.
Beach Pollution: Malibu is at the bottom of the watershed and its beaches are polluted with run-off.
